History: After World War II, with much of Europe devastated economically, the United States came up with a plan to assist the war torn region. Named after Secretary of State, George Marshall, the plan would remove trade barriers, modernize industry, and return Europe back to a financially stable state. The same plan was offered to the Soviet Union and its allies. However, Joseph Stalin did not accepted it. Stalin wanted to maintain control and did not want to allow any of the Communist economy to be influenced by the United States. On April 3rd, 1948, President Harry Truman signed the plan, and $5 billion was authorized to assist 16 European nations.
