History: In November of 1989, the United States Postal Service held its first ever international stamp show. The show was partnered with the 20th Universal Postal Congress and held at the Convention Center in Washington, DC. The Universal Postal Congress is held every four years to revise existing international postal regulations. This souvenir sheet was created to commemorate the event and honor Abraham Lincoln. The stamp design originally issued in 1869, is slightly larger and has a postal rate of 90c each stamp.
